I use the t2 rockets on my frigs. A kessy with t2 thorns is scary. The key is to negate the penalties. Takes 833 seconds for the cap on my crow to recharge.

The raptor is not retarded. It has better scan res, smaller sig, stronger sensors, and more points of shield/armor/structure than a crow. The crow is a better allaround ship, but if price is also considered, the raptor is the superior fleet tackler.

I got stuck in New Caldari yesterday. Took me a couple hours to get out. I didn't have any lag anywhere else. Move to another system and see if your still having troubles. Or make an alt if you cant log in, somewhere other than where your main is.
